Apply the liner as you did for the upper eyelid and look upwards to let it dry.
Pencil Eyeliner
Pencil eyeliners are preferred by most of the women. It is easy to apply and also dries quickly. Also, there is no specific method for the application of a pencil eyeliner. You need to pull your eye slightly downwards, as in the case of liquid eyeliners. After this, move the pencil from the inner to the outer end. It does not matter if you cannot make the line with a single strike. Also, there is no need to start the application from the inner end. You can move the pencil from the mid eye and go towards the outer end. After this, again start from the mid and go towards the inner end. You need to open your eye and pull the lower eyelid slightly downwards to apply the pencil eyeliner to your lower eyelid.
